Well the branch isn't really frozen.  It's just restricted to things
that don't restart our soak.

I'm actually expecting changes to go in such as:

1) CHANGES file.
2) Documentation fixes.
3) Bindings work.

Because I'm expecting changes I'm not really inclined to turn off the bot.

The notice in the file sounds like a good idea, but I'll need to tweak
the bot to do it.  Maybe I'll have some time to do it tomorrow.
