That's a little confusing workflow: "To approve a backport, move it to the end of the file, unless the RM said the file on dev@ is frozen". How about either disabling svn-role for 1.8.x (so the workflow remains, and merges are done "by hand"), or alternatively adding a notice in the "Approved changes" section pointing to your "It's frozen" email.
