Bert is right. Many companies really do this on servers. I've seen it. I think it's crazy and stupid, but people are doing this. Anyway, we don't need to argue about an fs.conf file if we decide to go for the proposed alternative approaches (FSFS-specific implementation and/or svnlook subcommand).
