The best place to look would be svn_editor.h, which defines the formal API specification. The API itself is very stable by this point, it's just simply* a matter converting the existing systems over to it. Because the delta editor is deeply embedded across a large part of the codebase, this is an ongoing piece of work. The RA layer (on trunk) already exposes Ev2 via the svn_ra__get_commit_ev2() API.
