As you said, for most folks it's one-and-done. I certainly don't run 'svn upgrade' often enough to have a feel for its performance. But, man, I have trouble imagining that our users will be anything but appalled that it is somehow faster to download all new copies of their files and such from the network than just to fiddle with WC administrative data. Especially considering the fact that our primary "sell" of 1.7 is precisely that such admin fiddling is supposed to be faster with WC-NG.
