Here my +1 for both graduation and the proposal regarding PMC membership.

(and I know I'm somewhere on the edge of the limit of 3 contributions)

I agree with Julien's proposal. At first glance, it covers all existing PPMC members [1]. However, we have some people who have not been involved at all since the start of the incubation (no code contrib, no discussion, not participated in release votes), so I would suggest that we change the proposal to

date during incubation and of course be willing to continue post graduation. "

Of course, they are still welcome to join the discussions now.
