The documentation has been updated meanwhile at
https://sling.apache.org/documentation/bundles/configuration-installer-factory.html#configuration-files-config
and now correctly states that primitive arrays are supported as well.
Regarding the statement:

This is in general not true. Please report a dedicated bug in case you faced
any issues with primitive arrays.
