The problem is because of a forward slash in the file URL.
testCanReadPropertiesConfigFiles FAILED
    java.lang.IllegalArgumentException: Illegal character in authority at index 
7: *file://samza1\samza-core/src/**test/resources/test.properties*

Not sure why it gets generated like that. Which OS are you on?
Perhaps that affects how the filepath is generated.
