### Motivation Currently, pulsar instance with multiple http services, pulsar-manager log will print exception that cannot parse url. ### Modifications In EnvironmentCacheServiceImpl.java，when getServiceUrl() is called, add pickOneServiceUrl() method to parse one http url from a multiple url string. ### Verifying this change - [ ] Make sure that the change passes the `./gradlew build` checks. -- This is an automated message from the Apache Git Service.
