I think we didn't have discussed plans on schedule in the community. So the
release schedule is a bit loose and not in time.
We can probably think about adopting time based release plan as what Kafka
and BookKeeper are doing.

I will start a separated thread to discuss in a few days since 2.4.0 is
finally in the process of releasing.
We need to come up a better management for future releases.
