I guess I don't have a lot to add. The idea is pretty straight-forward. The Neutron plugin could insert the metadata proxy into the logical pipeline, so that we're not baking something so OpenStack-specific into OVN. By doing this, we could also run a centralized metadata proxy that understands the logical context rather than running one on each hypervisor.
