It would definitely explain why ovs-xapi-sync wasn't running (I'm pretty sure we've had separate ovs-xapi-sync issues). But I don't see why it would matter for the other daemons. Really patch 1/3 is the one that I hope will help us debug things: it should log an error when a daemon fails to start because it thinks it's already running.
