What permissions are missing?

To be clear: We are working on the technical process of
exporting/importing the strings. Not the translation itself.

Without a working process we would not be able to release AOO 4.2.0
(whenever that will be).

Never heard of that, but it would be just an additional "language". I am
not sure how it can be created in Pootle.
