no, only spam attachemnts but not comments (see here [1]).
That's sad, because the spammer gets all he wants: His links remain
visible for every user and search engine...
But how about making these comments invisible for normal users? [1]

I would say just open a Jira issue and ask what things are possible
for us or Infra. Maybe with a bit more thinking more possibilities get
visible.
Bugzilla has been updated to a newer version in between and you have
much more rights on it than I have...
Maybe you can see something like the referenced "insider group"?
the available groups for my user are the same as always. Maybe the
super-admin has to enable something, so that other users can see more in
their admin tool.
