I read the logs and it says:
ERROR: File not found: msvcr100.dll
... cleaning the output tree ...
... removing directory
But I checked the external directory 'msvcp100' and the file is there. I also
thought that the 'p' in the directory name might have been an error so I
changed to msvcr100 and still no luck. The file clearly exists but is not
picking up on it.

You are very close. 'main/instsetoo_native/util' builds the install package.
The Error just hints you to the build step but isn't specific about what went
wrong.
I'm not familiar with windows build so more info is needed.
Are there any Errors or serious warnings above these lines?
Are there logs in main/instsetoo_native/wntxxxx/ with errors?
