The ISO Standards for OOXML are free to the public. There is a list of all such free standards, but you have to scan it for the OOXML ones (by their ISO/IEC 29500 numbers) near the end of the list at <http://standards.iso.org/ittf/PubliclyAvailableStandards/index.html>.
The easiest way to get them is to download the always-synchronized ECMA versions at <http://www.ecma-international.org/publications/standards/Ecma-376.htm>. There are 4 parts, with ECMA-376 4th edition the latest, except for the 5th edition of Part 3.
