Thanks for your update. So, for me it doesn't look like a general
problem. We should pay some attention to the problem of the "read-only"
files.
Next interesting question would to know what happens when the read-only
attribute is removed. Can the OpenOffice files be opened like before?
And is the startup of OpenOffice different/better?

The test to do is check the file in Windows Explorer. Right click
and go to the Properties panel. If it is marked "read only" there,
with AOO not even running, then it is an OS issue.
