I've tried it a second ago and had no problem. So, in general is should
work. Maybe you have some settings in your PC or network that limits the
Internet access (e.g., proxy server, firewall rules).
As alternative you can try to use some mirror servers to download:
1. Use the Sourceforge Mirror system
After clcking the link below, choose the language via ISO code, choose
the file for your wished platform and try again to download:
http://sourceforge.net/projects/openofficeorg.mirror/files/4.1.0/binaries/
2. Use the Apache mirror system
After clicking the link below to the server that is the nearest to you,
choose the version, click on "binaries", choose the language via ISO
code, choose the file for your wished platform and try again to download:
http://www.apache.org/dyn/aoo-closer.cgi/openoffice/
