Like all committers that I could find at the time, Hagar already has
edit permissions.
While at it: putting information on cwiki can be useful, and it can also
be done after the proposal is approved, as you wish. I agree with Jan
that the detailed runbook (that is accessible to the team only) should
not be put on the wiki since the internal procedures are not of general
interest and are better kept confidential.
