No, my question is not specific to AOO 4.x. My question is general and therefore the user does not understand the refresh function of Extensions technically part of OO, but the content is not in the hands of OO. There are two aspects here: 1. for creating updates for a ExXtension whose author is responsible. 2. The author is also responsible for the its extension to extension-update mechanism of OO used (or not used). ES is designed for users mißvedrständlich when they search using the Extension Manager to check for updates and none can be found, because the Autort the mechanism has not been integrated into its extension. I think we need on the extension page just a short hint (In the form of a teaser [1]) and a link to a page (for example on the wiki) gives a more detailed explanation. The short note on the extension page might be: "Please note that updates for the extensions, the authors of the extension are responsible. Additional information can be found on the page https://wiki.openoffice.org/wiki/Extensions/updates." It is important that this notice is displayed in each case localized.
