Thanks for the detailed check. Yes, zh-CN and zh-TW are handled as separate languages and should be separated in BZ too.
It looks like Norwegian is similar, with BZ using "no", while our Bokmal translation is "nb" in the Subversion.
We have "no" = "nb" + "nn". But some dictionaries are for "no" and bundle two languages, some for "nb" and some for "nn", so this is more complex.
And what should we do with codes that exist in BZ but not in the Subversion at all? In theory there could be a website translation where there is no UI translation?
