In some cases this looks like we have different level of granularity
in the two systems.  For example BZ has zh, but the actual SDF
resource files are zh-CN and zh-TW.   Should these be split into two
different BZ components?

It looks like Norwegian is similar, with BZ using "no", while our
Bokmal translation is "nb" in the Subversion.

And what should we do with codes that exist in BZ but not in the
Subversion at all?   In theory there could be a website translation
where there is no UI translation?
