I diff'ed the two lists, source and BZ, and the following codes are in the source directory, but not in Bugzilla: as be-BY br brx ca-XV dgo en-ZA jbo kab kid kk kn kok ks mai mni nb nn nr nso oc or pa-IN pt-BR rw sa-IN sat sc sd ss st sw-TZ tn ts ug uk ve xh zh-CN zh-TW zu However, I also found many that were in BZ but not in the source tree: aa am az bal bre dm ht hy lo mg miq ms no pa sg shs tet ti zh pt-br ua tt-crh urd In some cases this looks like we have different level of granularity in the two systems. For example BZ has zh, but the actual SDF resource files are zh-CN and zh-TW. Should these be split into two different BZ components? It looks like Norwegian is similar, with BZ using "no", while our Bokmal translation is "nb" in the Subversion. And what should we do with codes that exist in BZ but not in the Subversion at all? In theory there could be a website translation where there is no UI translation?
