Yes thanks but if someone wants to install the palette, it should be
straightforward. It is already a [small] hassle to have to dig in the user
profile to install the palette.
So better comply with the new default.

You may, but as I described in the task
(https://issues.apache.org/ooo/show_bug.cgi?id=122198) you also may change the
value of 'ColorValueSetColumnCount' in share/registry/main.xcd in your
installation from 12 (default) to 10, then your palette will be formatted as
10column palette.

Same for me, with a brand new AOO400m1(Build:9700) build, downloaded from the
snapshot URL.
Palettes are identical in both places and match Armin's screenshot in
https://issues.apache.org/ooo/attachment.cgi?id=80620 (not his most recent
screenshot, but his commit was revision 1478676 while the latest SNAPSHOT tag
seems set to r1478430 and thus earlier than that).
