As a general rule I don't think that banning IP's is a good idea: most
people on the Internet have dynamic IP connections. I remember some years
ago that I was blocked from entering a comment on the extension site: the
IP I had at that time was banned because "used by spammers"... some days
later when my IP changed again I was able to log-in and post comments
without problems...

I thought that anyone on a dial-up connection got a dynamic IP, but
anyone on a broadband line got a permanent IP. Is this wrong?
um...I think this is wrong. I use dsl DHCP trough at&t. At some point, I
know my "real" IP gets recycled. I would need to pay more for a
permanent (fixed) IP.
From my moderator work, I think certain ISPs should be blocked
entirely, because they are non-responsive to spam complaints; the
Burkina-Faso government ISP comes to mind, but there are a few others.
Most of the big U.S. ISPs have been very cooperative.
Since you are a sysop, you are welcome to help fight the spammers
directly. If I encounter an ISP with a Spanish-only web site, can I ask
you for help with it?
