I see the same situation indicated by Andrew: my IP does not change every
time, but it change.

Sure!

About blocking spammers, I think a best bet is to ban disposable email
servers: on the ES forums there was a time on which we received several
spammers a day, each publishing several messages with the same patterns.
Then I realized that those spammers were using a disposable email server
and after consulting with the other voluntaries we banned that server. Then
the spammers came with a second, and then with a third... and then
they disappeared: our list of disposable email servers is of only seven and
we are almost spam free now.
