Sorry for the late answer. We have been under heavy spam attach, they managed in total to create about 60.000 accounts, these accounts create pages, therefore the "create page" feature has been temporary blocked.
I am right now in the process of cleaning the database, and expect to open the "create page" feature in a couple of days.
