I agree. I think it should be:
* No V argument: Make behaves as originally
* V=0: Make's current behavior with output on one line
* V=1: Verbose, as in many other projects' makefiles

In other words the current behavior on master it should be opt-in, not
opt-out.

Perhaps others have reasons why that should not be so. I hope they would
respond and explain their rationale.
