The only project I know that does something similar (successfully) is 
subversion and it's by social convention.

Please consider not using CODEOWNERS as people don’t own the parts of the code 
at the ASF. It can also cause long term issues and discourage 
contribution.Tjhere are other issues, for instance, what happens if a code 
owner is no longer involved in a project? At least carefully consider it in the 
ASF content before doing so. One other incubating project (since graduating) is 
using it, they were asked not to, but they did continue to do so but added the 
equivalent of this to make it clear who owns the code.
