Or rephrase it as "economic stimulus" package.  The Linux Foundation
recently published a report showing that just the Linux kernel by itself
is the equivalent of $10.8 billion:

Something similar could be shown for OOo.  Also, since OOo now includes
ODF support, the value of ODF should be included as well.

Then there are additional advantages like Javascript and Python for
macros, meaning that VBA baggage and associated legacy staff can be
jettisoned.
