Someone once said when writing a letter, "If I had more time it would have been shorter" :-) On the grounds of number of pages, MS OOXML must be better than ODF ;-) Structure and organisation are important. Ask yourself how a complete beginner would access this documentation and how easy it would be for them. What about an experienced programmer but on a different project? What about reference for an experienced OOo developer? They probably have other priorities. I know at least one developer that would not want to develop for OOo specifically but might well do things that are indirectly beneficial to the project. Flexibility and lowering barriers to participation are key issues in attracting more support.
