Attaching work in progress patch.
It adds static method {{SolrResourceLoader#locateSolrDataHome}} which will
return the data.home {{Path}} if it is globally defined in either JNDI or sys
prop. I chose to let the method return {{null}} if not found, in which case
caller explicitly knows that he can use solrHome as data home.
