The final 1% of this patch has gotten a bit complicated. This patch has also
grown to the point where it is difficult to maintain.
I'm going to spin off and commit a few sub patches. First, adding a limited
retry and second, closing all httpclient instances properly. That and a few
other fixes / changes I've made along the way will significantly reduce the
size and overhead of this patch.
