I've been pushing this along off and on for a while now. This had a rather
large impact on a variety of tests - especially with SSL. I think I'm pretty
close though - one more flaky test to investigate I believe.
There is a rather interesting affect from this change - the 'close idle' thread
will trump the socket timeout. So we are looking at lower socket timeouts or
longer idle timeouts or some compromise in between.
