I think we should make this change in 4x and 5x. No reason we should have to
wait for 5x to get a sensible modern directory layout.
bq. What about leaving example untouched and introducing a new server
directory?
As long as we pull jetty and what not out into the server directory. We can
improve on the sprawling example dir later. I would hate to see another set of
configs introduced though.
