The link to Latvian language pack is also broken.
It reads
http://download.services.openoffice.org/files/localized/lt/3.2.1/OOo_3.2.1_Win_x86_langpack_lv.exe
But should be
http://download.services.openoffice.org/files/localized/lv/3.2.1/OOo_3.2.1_Win_x86_langpack_lv.exe
Please fix it.
this has been fixed in the meantime.
