In theory, we have this flag. At least the help XML format is prepared for that. "All paragraphs contain an l10n attribute used to specify the localization status of the paragraph." (quote from http://documentation.openoffice.org/files/documents/75/499/XMLHelpSpec10.pdf , page 15). In current help files, the attribute is present with different values. Unfortunately this information gets lost during conversion steps ( xml -> sdf -> po/xml). As long as we keep "thumb" sdf as intermediate file format, we won't get around this problem.
