The next version of OOo/TCM has no tangible schedule yet.
Sun TCM dev team is evaluating OOo/TCM wish list.
I will let this mailing-list know if I get any info regarding this.
(I think the scope of QUASTe is different with one of TCM.)

- Have you made other attempts to extract files from the wiki and process them to be able for l10n teams to use with their tools. Do you have a conlusion on this process?
The wiki content can be extracted and uploaded to Pootle. We worked to get another machine to set up another Pootle dedicated to the wiki doc localization. Now, with Aijin's great support we have a Pootle server set up. http://pootle3.sunvirtuallab.com/ There is some content in the Basic Guide project but I am not happy the way the content is displayed.

Thanks to Aijin too so, it looks very interesting :) and yes, I just have a quick look, it seems that Pootle does not like wiki templates or links used in the page.
BTW: Friedel is providing a patch to Aijin for this next week. So it seems we are doing good progress :-) .
