I'd fully support this idea. In smaller teams there may be too little manpower to translate everything, so help may often be left untranslated. But I'm sure that those communities would enjoy easier paths to get localized software. Perhaps the exact criteria, could be left for the respective l10n team leads to decide? Cause I guess some really small teams that are just starting would be pretty happy to see even 50% translated builds available for download... Rimas
