I wonder whether we should have more flexibility. 80%/80% (UI/help)
sounds like a good idea, perhaps 100% UI translation with whatever
percentage for the help content can be enough also. At least that's
something worth to consider.
I wasn't sure if it's 75% or 80%, so thanks for the link. But to be
honest I (also ?) really don't care about the exact value as long as the
community and the users are really active.
The main point I wanted to state out is that 16% is actually to less for
a full install build.
