The time between two RCs are too long so I think your proposal is not good enough for testing translation.
Most translators are not coders so it is not a good idea forcing them compile and test their translation after he did his work. A nightly build for OOo is not practical because it is too big. But a *weekly* build will be nice for both testers and translators.
