Yes, but NSIS has Kurdish. It is easy to use another number internally for other languages. We have agreed with the NSIS team to use 9999 for programs like GAIM.
installer package has to include both English and the local language. English has to be used by the installer... but the program will be automatically in your language... except for the locale settings... this is still an open issue.
An option would be of course to include ALL languages in the installer and leave English as the default. It is a very small overhang. Other software projects use this solution.
