The windows installer does not allow installation on a language that is not known to Windows (Windows has no locale). In these cases, the installer package has to include both English and the local language. English has to be used by the installer... but the program will be automatically in your language... except for the locale settings... this is still an open issue.
You have to change the locale by hand... which is a huge pain, we have to do it for every single installation. There is an open issue for ensuring that the installed package has the local language locale by default (by spoofing the system locale), but it is still low in the priority list (issue 54721).
