No, we do not have a solution.
The dmake target for en-US and Khmer installer does not seem to work, I
don't know if this also affects other languages or sets. If it does,
please say so in:
http://qa.openoffice.org/issues/show_bug.cgi?id=50469
In Khmer we would not be able to use Windows 98, because W98 cannot
render Khmer, but maybe it works for Welsh if you have a multi-lingual
installer.
Hirano was testing things on W98 for different languages.
