hi Colin

The PR (https://github.com/apache/kafka/pull/17256) addresses the documentation 
issue. Since it’s a small patch, I’ve backported it directly to the 3.9 branch.

Additionally, I noticed that the kafka_config.html file in the kafka-site 3.9 
folder is empty. Is this expected?
