Summary: Add the translation of JSPWiki into Romanian (ro)

Part of JSPWIKI-1325.
Add Romanian (ro) as a language of JSPWiki:
* the resource bundles CoreResources_ro, templates/default_ro and
plugin/PluginResources_ro (about 700 strings),
* a jspwiki-wikipages module ro with the 38 core wiki pages, listed in
jspwiki-wikipages/pom.xml and jspwiki-bom/pom.xml,
* its code in the LANGS list of TranslationsCheck and in the list of
WikiSyntaxConverter.
java TranslationsCheck ro compares the keys of the bundles with the English
ones.
Please take this issue only if you speak Romanian, or if someone who does can
review the result.
