Part of JSPWIKI-1325.

Add Czech (cs) as a language of JSPWiki:
* the resource bundles CoreResources_cs, templates/default_cs and 
plugin/PluginResources_cs (about 700 strings),
* a jspwiki-wikipages module cs with the 38 core wiki pages, listed in 
jspwiki-wikipages/pom.xml and jspwiki-bom/pom.xml,
* its code in the LANGS list of TranslationsCheck and in the list of 
WikiSyntaxConverter.

java TranslationsCheck cs compares the keys of the bundles with the English 
ones.

Please take this issue only if you speak Czech, or if someone who does can 
review the result.
