Summary: Add the translation of JSPWiki into Maltese (mt)

Part of JSPWIKI-1325.
Add Maltese (mt) as a language of JSPWiki:
* the resource bundles CoreResources_mt, templates/default_mt and
plugin/PluginResources_mt (about 700 strings),
* a jspwiki-wikipages module mt with the 38 core wiki pages, listed in
jspwiki-wikipages/pom.xml and jspwiki-bom/pom.xml,
* its code in the LANGS list of TranslationsCheck and in the list of
WikiSyntaxConverter.
java TranslationsCheck mt compares the keys of the bundles with the English
ones.
Please take this issue only if you speak Maltese, or if someone who does can
review the result.
