I've added a short Problem Statement to the doc.
One usage example would be testing and using Azure's secondary region.
The table properties could be set to rewrite from the primary location
prefix from |myaccount.blob.core.windows.net| to
|myaccount-secondary.blob.core.windows.net|, the secondary region.
