[VOTE] Add encryption key updates to REST spec

Hi everyone,

I’d like to raise a vote for committing PR 12987
<https://github.com/apache/iceberg/pull/12987> that adds table updates for
encryption keys, AddEncryptionKey and RemoveEncryptionKey. These are needed
to maintain the encryption key list in v3 metadata.
