Also, it appears that the transaction proposal <https://docs.google.com/document/d/10tfqETygf2BLA34CoZLxK3v5xk1BWUNKFA9WE8X_w-U/edit#heading=h.kbf1q7197nxq> doesn't have a corresponding Issue PR so that it can be tracked as an improvement proposal <https://iceberg.apache.org/contribute/#apache-iceberg-improvement-proposals>.
